Celebration at the ODEMSA Conference and Education Center Honors Outstanding Contributions to Regional Emergency Medical Services

Henrico, VA — The Old Dominion EMS Alliance (ODEMSA) proudly celebrated the outstanding achievements of individuals and organizations in the EMS community at the 2024 Regional EMS Awards ceremony. Held on December 19, 2024, at the ODEMSA Conference and Education Center in Henrico County, the event brought together EMS professionals to honor their contributions to emergency medical services throughout the region.
This year’s ceremony marked a special return to in-person celebrations for the first time since the 2019 EMS Awards. Featuring tributes and inspiring stories of dedication, the event underscored the themes of collaboration, innovation, and leadership, highlighting the transformative work happening across ODEMSA’s service area.
“We are honored to recognize these remarkable individuals and organizations whose dedication, innovation, and leadership are pivotal to the success of EMS in our region,” said Heidi Hooker, Executive Director of ODEMSA. “Their tireless efforts ensure our communities receive exceptional emergency medical care, and their accomplishments set a standard for excellence in EMS.”
Each of the 2024 Regional Award Winners has been nominated for the Virginia Office of EMS (OEMS) 2024 Governor’s EMS Awards in their respective categories. The Governor’s EMS Awards ceremony is scheduled for early 2025, with OEMS to provide further details on the date and location.

Dawn M. Titmus
Dinwiddie County Fire & EMS

With nearly 30 years of service, Dawn exemplifies dedication to advancing EMS in Virginia. From starting as a junior member of the Colonial Heights Fire Department at age 16 to her most recent role before retirement as Interim Chief of Fire & EMS in Dinwiddie County, Dawn has consistently demonstrated leadership and commitment to public safety. Her accomplishments include developing a peer support program, establishing medical protocols, and leading the launch of innovative programs like EPI kits and pandemic vaccination clinics. Dawn’s global outreach extends to her work with the Friends of Barnabas in Honduras, providing essential healthcare to underserved communities. Her legacy is defined by a lifelong commitment to community health, continuous education, and an unwavering passion for EMS excellence.
Innovation Excellence in EMS
Caroline Juran
Virginia Board of Pharmacy

Caroline Juran, Executive Director of the Virginia Board of Pharmacy, has made significant contributions to EMS by leading the development of emergency regulations that ensure uninterrupted access to critical medications amidst changing federal policies. Her proactive approach to addressing the challenges posed by the FDA’s Drug Supply Chain Security Act has minimized disruptions for EMS providers across Virginia. Through collaborative efforts with EMS councils, health systems, and state agencies, Caroline has created alternative medication programs that maintain operational efficiency. Her innovative regulatory strategies exemplify a model for integrating healthcare policy with EMS needs, earning her recognition for advancing EMS through visionary leadership.
Outstanding EMS Prehospital Provider
Jeremy Cummings
H2H Emergency Services & Lakeside Volunteer Rescue Squad

Jeremy Cummings exemplifies excellence in prehospital care through over 12 years of dedicated service across urban, suburban, and rural settings. As General Manager of Emergency Services at Hospital to Home, Jeremy has played a pivotal role in developing training programs, mentoring new EMTs, and creating Standard Operating Procedures that have set operational benchmarks. His passion for EMS stems from personal experience, and his commitment is reflected in continuous community engagement, including spearheading initiatives like the Lakeside Volunteer Rescue Squad’s Pink Shirt campaign for VCU Massey Cancer Center. Known for his leadership, mentorship, and proactive problem-solving, Jeremy has positively impacted EMS services at local, regional, and state levels, making him a well-deserving recipient of this award.
Outstanding EMS Prehospital Educator
Amanda L. Danahy
Chesterfield Fire and EMS

Amanda Danahy has transformed EMS education at Chesterfield Fire and EMS, setting new standards with her innovative hybrid learning model. This approach, which combines online modules with hands-on sessions, has made continuing education more accessible for over 600 providers, saving time and resources. Amanda was pivotal in launching the region’s first Ground Transport Whole Blood Program, equipping providers with life-saving training. Beyond Chesterfield, she contributes to regional and national EMS initiatives, sharing her expertise at the Virginia EMS Symposium and helping other agencies develop training programs. Amanda’s commitment to education, paired with her ability to inspire both new recruits and seasoned professionals, exemplifies the qualities of an outstanding EMS educator.
Outstanding EMS Agency
Hospital to Home Emergency Services
Though a recent addition to the EMS landscape, Hospital to Home (H2H) Emergency Services has quickly established itself as a leader in patient-focused care throughout Virginia. The agency provides various services, from non-emergency wheelchair and stretcher transports to a specialized organ transport division. With offices throughout the Commonwealth, H2H emphasizes kindness, professionalism, and efficient service, prioritizing patients’ well-being above all else. Their internal training programs, community involvement, and innovative service delivery model reflect their commitment to excellence and growth, making them a deserving recipient of this year’s Outstanding EMS Agency award.


Outstanding Contribution to EMS Health and Safety
Richmond Ambulance Authority
The Richmond Ambulance Authority (RAA) has demonstrated exceptional leadership in fostering a safe, supportive environment for its EMS providers and the community. RAA’s initiatives include comprehensive resiliency training for new employees, a peer support program, and wellness fairs that promote mental and physical well-being. Their innovative “Paws for Paramedics” program, in partnership with the Richmond SPCA, provides stress relief through animal interaction. In contrast, their Critical Incident Stress Management (CISM) and bystander support programs ensure trauma support is accessible to both EMS personnel and the public. RAA’s commitment to health and safety sets a benchmark in the EMS field, making them a standout recipient of this award.


Nurse with Outstanding Contribution to EMS
Monica McGee
VCU Health LifeEvac

Monica McGee exemplifies excellence in EMS nursing through her leadership, clinical expertise, and dedication to education. With over a decade as a flight nurse and EMT, Monica currently serves as the Base Manager for the LifeEvac Petersburg base, overseeing the seamless coordination of critical care transports. Her background in cardiac ICU care and advanced skills in managing mechanical cardiac devices have made her an essential resource for both prehospital and hospital providers. A dedicated educator, Monica has precepted countless new hires and fostered collaboration between ground EMS teams and hospital staff, ensuring high-quality patient care through effective handoffs. Respected by peers and known for her problem-solving skills, Monica’s contributions to EMS reflect her passion for improving patient outcomes and advancing prehospital care.
Outstanding EMS Leadership
Dempsey Whitt
VCU Health LifeEvac

With over 30 years of experience, Dempsey Whitt exemplifies exceptional leadership in the EMS community through his work with VCU Health LifeEvac. As Site Manager for Operations, Dempsey has transformed regional air medical services by leading the transition to a new aircraft vendor, expanding to a third helicopter base, and establishing a local communication center to enhance emergency response. His background as a Command Sergeant Major in the U.S. Army further underscores his ability to lead with discipline, strategy, and empathy. Known for fostering collaboration and maintaining a “ready to fly” culture, Dempsey’s leadership has significantly improved patient outcomes, safety, and EMS delivery across the region. His commitment to education, operational excellence, and patient care makes him a deserving recipient of this award.

Established in 1978, the Old Dominion EMS Alliance (ODEMSA) is a nonprofit organization charged by state law with assisting in the development and implementation of an efficient and effective EMS delivery system across Central Virginia.
