The Metro Richmond EMS Sub-Council (PD 15) is one of the four local EMS Sub-Councils in the Old Dominion EMS Alliance region. It brings together the EMS agencies, hospitals and localities in its planning district to coordinate EMS issues locally and to represent the district to the ODEMSA Board of Directors.
