Welcome to this resource page for customizable letter templates in support of the Southern and Western Virginia EMS Regional Modernization of Post-Crash Care initiative — a collaborative grant application submitted under the Safe Streets and Roads for All (SS4A) program administered by the U.S. Department of Transportation.
This initiative brings together EMS agencies, local governments, Metropolitan Planning Organizations, and regional EMS Councils across southern and western Virginia to improve post-crash care and reduce preventable roadway fatalities. Your letter of support demonstrates the broad community commitment behind this effort and strengthens the grant application.
These templates are designed for EMS agencies and local jurisdictions across the three participating EMS regions. Choose the template that best fits your organization’s role, customize it with your own information, and submit it on your official letterhead.
To use these templates:
- Download the template that best fits your organization’s role.
- Complete all fields highlighted in yellow with your agency or jurisdiction’s specific information.
- Personalize the letter with any local context or details relevant to your community — a letter that reflects genuine local experience is more compelling than an unchanged template.
- Remove the red instructional text at the top of the document before printing.
- Print the completed letter on your official agency or locality letterhead and have it signed by the appropriate authorized official.
- Email the completed, signed letter (as a PDF or scanned document) to odemsa@vaems.org no later than May 14, 2026.

EMS Agency Letters of Support
EMS Agency — General Support (Volunteer, Combination, or Career Agency)
This template is well-suited for chiefs, directors, or presidents of volunteer, combination, or career EMS agencies of any size. It emphasizes the everyday challenges rural EMS providers face — long response distances, limited resources, and extended transport times — and expresses strong support for the regional collaborative approach to improving post-crash care.
EMS Agency — Advanced Clinical Capabilities
This template is designed for ALS or advanced-level agencies whose leadership wishes to speak to the clinical evidence behind the initiative. It highlights support for specific evidence-based interventions including tranexamic acid (TXA) administration, hypothermia prevention, prehospital blood product access, and improved trauma triage — and frames the initiative as a meaningful advance in regional prehospital care.
EMS Agency — Rural Access and Health Equity
This template is ideal for agencies serving rural, low-income, or historically disadvantaged communities. It frames the initiative as an equity issue — where a person lives should not determine whether they survive a crash — and highlights support for rural access to advanced interventions, pediatric readiness, bystander training, and community education.
EMS Agency — Medical Director or Clinical Leadership
This template is written from the perspective of a Medical Director, physician, or other clinical leader. It speaks to the medical evidence supporting the initiative’s key interventions — TXA, hypothermia prevention, prehospital blood products, and resuscitation-focused care — and makes the case for regional standardization of advanced prehospital protocols.
Local Government Letters of Support
Local Government — County Administrator or Board of Supervisors
This template is appropriate for County Administrators, County Executives, or Board of Supervisors Chairs. It emphasizes local government’s interest in a strong, well-resourced EMS system, the value of the regional collaborative approach, and the community’s commitment to participating in and benefiting from this initiative.
Local Government — Mayor or Town/City Council
This template is written for Mayors and Town or City Council members. It speaks from the perspective of a municipal leader who prioritizes both roadway safety and equitable access to emergency care, and expresses confidence in the regional collaborative model as the right approach for addressing post-crash care across jurisdictional boundaries.
Local Government — Emergency Management or Public Safety Director
This template is designed for Directors of Emergency Services, Emergency Management Coordinators, or Public Safety Directors. It emphasizes multi-agency coordination, the value of the regional steering committee structure, provider safety on roadways, and the initiative’s alignment with best practices in emergency management.
Local Government — Jurisdiction with an Existing Safety Action Plan
This template is best suited for jurisdictions that already have a Comprehensive Safety Action Plan (CSAP) in place or in development. It connects the regional initiative directly to the locality’s existing safety planning work and highlights how the grant’s findings and best practices will strengthen local action plans and ensure long-term impact.
